It's not a new idea to use torn paper as faux "waves" on cards and pages, but my recent fixation with PanPastels inspired me to customize my paper. I really think the softness of the PanPastels is a perfect match for the watery feel of the November Lakes collection.
Here's how it's done:
Stamp Oopsie Daisy splatter image onto White Plain with Club Scrap Watermark Ink.
Before the Watermark Ink dries, dab on PanPastels in Phtalo Blue and Permanent Green with sponge applicator and blend.
Tear paper into narrow strips. Set aside.
Stamp the Borders & Backgrounds fish trio onto white scraps using India Ink.
Color with watercolor pencils and blend with a waterbrush. 
Layer paper strips onto CS Mint Print and adhere with Bookbinding Glue (due to the nature of the Pastels, tape runner-style adhesives may not stick well). Trim out individual fish and add to the faux "waves" of the border.
Add photos and a title to complete the page.
I think the border really makes the page, don't you?
